The short answer

A few things are changing for short lets in England, but none of them stops a well-run Harrogate home from doing well. Here's what matters most right now:

  • A national short let register is coming. The government says it will be fully up and running by March 2027. It's expected that every short let will need to be on it.
  • Council tax and business rates. In North Yorkshire, a furnished home that nobody lives in as their main home pays double council tax. A holiday let that meets the letting tests pays business rates instead, and may qualify for small business rates relief.
  • Tax. The old Furnished Holiday Lettings tax rules ended in April 2025. Holiday lets are now taxed much like other rental property.
  • Planning. The proposed new planning class for short lets (C5) is still not in force.
  • Long lets. The Renters' Rights Act came in on 1 May 2026. It has made some Harrogate landlords look again at short letting.

We manage 20 homes across Harrogate. Below is what each change means in practice, and what we're doing about it for our owners.

1. The national short let register (March 2027)

On 3 September 2026, Culture Secretary Lisa Nandy confirmed that England's register of short-term and holiday lets will be fully operational by March 2027. It's expected to be mandatory and mostly online. Scotland and Northern Ireland already have similar schemes, and Wales is bringing one in.

The government hasn't yet said exactly what information you'll need to give or how often you'll need to renew. What we expect, and what we'd get ready now:

  • a current gas safety certificate (if there's gas at the property)
  • an electrical safety report (EICR) and PAT testing
  • a fire risk assessment, with smoke and carbon monoxide alarms and a fire blanket
  • the right insurance for short-let use

For our owners: we'll help you register when the scheme opens and make sure your safety paperwork is in order first.

2. Council tax, business rates and the 140/70 rule

Since April 2025, North Yorkshire has charged a 100% premium on second homes. A furnished property that isn't anyone's main home pays double council tax.

A holiday let can move from council tax to business rates if it meets all three of these tests:

  • it has been available to let for at least 140 nights in the last 12 months
  • it has actually been let for at least 70 nights in that time
  • it's intended to be available for 140 nights in the next 12 months

Nights when you stay there yourself, and stays of more than 28 nights, don't count towards the 70. A lot of smaller holiday lets then qualify for small business rates relief, which can bring the bill down a long way.

Clearing the 70 nights isn't usually the hard part in Harrogate. Across our portfolio we've hosted more than 5,000 nights. We keep an eye on letting nights through the year, so our owners know where they stand. Our full guide to holiday let council tax and business rates in North Yorkshire goes into more detail.

3. Holiday let tax after April 2025

The Furnished Holiday Lettings tax rules were abolished from April 2025. For most owners, that means:

  • mortgage interest now gets a 20% tax credit rather than full relief
  • capital allowances on new furniture and equipment have gone (replacing domestic items can still be claimed)
  • Business Asset Disposal Relief no longer applies when you sell
  • short let profits no longer count as earnings for pension contributions

This puts short lets on the same tax footing as long lets. A short let doesn't lose out against a long let any more; the tax treatment is simply the same. So the choice between the two now comes down to what each one earns and how much flexibility you want. We explain the changes in Holiday Let Tax Changes: Harrogate Guide. Please talk to your accountant about your own situation.

4. Thinking of switching from a long let?

The Renters' Rights Act came into force on 1 May 2026. Section 21 "no-fault" evictions have ended, all tenancies are now periodic, and rent can only go up once a year. A new database for private landlords is also being introduced.

Harrogate landlords often ask us whether short letting would suit them better. Short letting gives you:

  • flexibility: you can block out dates and use the home yourself whenever you like
  • a home that's professionally cleaned and checked after every stay
  • income that isn't tied to one tenant, with a lot of demand in Harrogate from conferences, events and weekend breaks

The easiest time to switch is when a tenancy is ending anyway. If you have a tenant in place, please get legal advice before you serve any notice. The new rules limit what you can do with a property after using some possession grounds. See our comparison of holiday lets vs long lets in Harrogate. 5. Planning: the C5 use class is still on hold

In 2024 the government proposed a new planning class for short lets, called C5. As of mid-2026 no legislation has been laid and there's no start date. For now, most homes don't need planning permission to be used as a short let, though there are exceptions. 6. Getting the most from this winter

Q4 is busy in Harrogate. The dates to price up are Knit + Stitch (19–22 November), the Great Yorkshire Christmas Fair (26–29 November), Glow at Harlow Carr from 26 November, the Christmas market weekend (5–6 December) and the Harrogate Christmas & Gift Fair (10–13 January 2027). A few simple steps help:

  • Price the peaks. Rates for event nights should be set weeks ahead, not the week before.
  • Open January now. The trade fair week is one of the strongest of the year, and it books up early.
  • Protect the pipes. Keep the heating at 10°C or above between stays, or turn the water off at the stopcock. Most insurers expect one or the other.
  • Make it cosy. Throws, good lighting and a proper welcome basket all show up in winter reviews. We see it across our 1,500+ five-star reviews.

We do all of this for our owners as part of our 15% management fee. See how our Airbnb management works, or find out what your home could earn with our free income estimator.

FAQ

Do I need to register my Airbnb in England?

Not yet. The government has confirmed a national short-term let register will be fully operational by March 2027 and is expected to be mandatory. Details of what owners must provide are still to be published.

When does the short-term let register start in England?

The Culture Secretary said on 3 September 2026 that the register will be fully operational by March 2027.

Do holiday lets pay council tax or business rates in North Yorkshire?

A holiday let pays business rates if it was available for 140 nights and actually let for 70 nights in the last 12 months, and will be available for 140 nights in the next 12. Otherwise it pays council tax, which is doubled for second homes in North Yorkshire.

Is short letting still worth it after the holiday let tax changes?

For many Harrogate homes, yes. Since April 2025 short lets are taxed much like long lets, so the decision comes down to income and flexibility. Our free income estimator gives a month-by-month forecast for your property.

Can I switch my Harrogate rental from a long let to a short let?

Usually yes. The simplest time is when a tenancy ends naturally. If a tenant is in place, get legal advice before serving notice, because the Renters' Rights Act limits what you can do after using some possession grounds.
