The short answer
In most cases, no. Letting your home or flat in Harrogate as a holiday let doesn't need planning permission, because England doesn't have a separate planning category for short lets. Ordinary holiday letting of a house or apartment carries on just like it always has. A simple national registration scheme is due by March 2027, and we'll keep our owners up to date as it launches.
How the rules work today
Houses and flats used as homes fall into planning use class C3. Outside London, there's no rule that says short letting a C3 home needs permission. Councils only step in where there's been a "material change of use" – for example, a property turned into several separate units, or a large house let every weekend to big groups causing problems for neighbours.
A well-managed flat or house let to couples, families and business guests is very unlikely to raise any issue. Good guest vetting and respect for neighbours, which we build into how we operate, keep it that way.
What's coming
A national register. The government has confirmed that a register for short-term and holiday lets in England will be fully up and running by March 2027. Each property is expected to get a registration number and show basic safety compliance, which well-run holiday lets already have in place. Detailed guidance hasn't been published yet.
A possible new planning class. The government has consulted on a "C5" use class for short lets, but as of September 2026 it has not become law. We'll update this guide if that changes.
What to have in place
For most Harrogate owners, these are the practical things to get right:
- Your lease – some flat leases restrict business use or short lets. If you're buying an apartment in a leasehold building, make sure your solicitor reviews the lease in detail.
- Insurance – standard home insurance usually won't cover paying guests, so holiday let insurance is essential.
- Safety – fire safety, gas and electrical checks all apply to holiday lets.
- Listed buildings and conservation areas – much of central Harrogate is in a conservation area, so external changes need care.
We talk every new owner through these during set-up.

FAQ
Do I need planning permission to Airbnb my house in Harrogate?
Usually not. England doesn't have a separate planning class for short lets, so ordinary holiday letting of a house or flat doesn't need permission. Councils only get involved in unusual cases, such as a property split into several units.
Is there a holiday let register in England?
It's coming. The government has said a national register for short-term and holiday lets will be fully operational by March 2027. It's expected to be a straightforward online registration.
What is the C5 use class?
A proposed planning category for short-term lets in England. As of September 2026 it has not been brought into law.
