The short answer
A holiday let in Harrogate that's available for at least 140 nights a year, and actually let for at least 70, pays business rates instead of council tax. That's often good news: if it's your only business property and its rateable value is under £12,000, small business rate relief usually means you pay no business rates at all.
The business rates tests
In England, a self-catering property is assessed for business rates if, in both the previous and the current year:
- it was available to let for short periods for at least 140 nights, and
- it was actually let for at least 70 nights.
A professionally managed property in Harrogate will usually clear these comfortably. You may be asked for evidence, such as booking records, and we keep these for all our owners.
Small business rate relief
Once your holiday let is on business rates, you can apply for small business rate relief:
- Rateable value under £12,000 – usually 100% relief, so nothing to pay, if it's your only business property.
- Rateable value £12,000 to £15,000 – relief tapers down gradually.
Many flats and smaller homes fall under the £12,000 threshold, which is why this is one of the real advantages of letting your property properly.
Letting vs leaving it empty
If a furnished home sits empty or is only used occasionally, it's treated as a second home for council tax. North Yorkshire applies a premium to second homes. Letting it as a holiday let that meets the business rates tests takes it off council tax altogether. So as well as earning income, letting it through a manager can reduce your running costs.
This guide is general information. Contact North Yorkshire Council or the Valuation Office Agency to confirm the position for your property.

FAQ
Do holiday lets pay council tax or business rates in Harrogate?
If the property is available for at least 140 nights and actually let for at least 70 nights a year, it's assessed for business rates instead of council tax. Many owners then qualify for small business rate relief.
Can a holiday let get small business rate relief?
Yes. If it's your only business property and its rateable value is under £12,000, you'll usually get 100% relief and pay no business rates. Between £12,000 and £15,000 the relief tapers.
Is it better to let a second home than leave it empty in North Yorkshire?
Often, yes. An empty or occasionally used furnished home pays council tax with a second homes premium, while a holiday let that meets the business rates tests moves off council tax and may qualify for small business rate relief, as well as earning income.
