The short answer
Since April 2025, second home council tax in Harrogate is charged at 200%, because North Yorkshire Council adds a 100% premium to furnished homes that aren't anyone's main residence. The good news is that you have options. Letting the home as a holiday let that meets the business rates tests moves it off council tax altogether, earns an income and still lets you stay there yourself, and we can run it all for you.
What counts as a second home?
For council tax, a second home is a property that's substantially furnished but isn't anyone's sole or main residence. That covers a weekend bolthole, a family home you use now and then, a flat bought for the future or an inherited house that's waiting for a decision. North Yorkshire Council agreed the premium on 21 February 2024, and it has applied since April 2025.
Are there exceptions?
Yes. National exceptions mean the premium doesn't apply in some situations, including:
- homes being actively marketed for sale or to let, for up to 12 months
- homes where probate has recently been granted, for 12 months from the grant
- job-related homes provided by an employer
- annexes treated as part of a main home
- some seasonal homes where planning conditions limit year-round living
North Yorkshire Council can confirm whether an exception applies to your property.
Your options for a second home in Harrogate
- Keep it as it is – pay the 200% bill and keep the home purely for your own use.
- Let it as a holiday let – earn income, keep using it yourself, and move it onto business rates if it meets the letting tests.
- Let it to a long-term tenant – the tenant pays the council tax, but you lose the use of the home, and tenancies are now open-ended under the Renters' Rights Act. Our guide to holiday let vs long let compares the two.
- Sell it, or make it your main home – both end the premium, but you give up either the property or your other home.
Why a holiday let is often the best of both
In England, a self-catering property pays business rates instead of council tax if, in both the previous and the current year, it was available to let for at least 140 nights and actually let for at least 70. A professionally managed Harrogate home usually clears these comfortably. Once it's on business rates, many owners with a single holiday let qualify for small business rate relief: with a rateable value of £12,000 or less, that's usually 100% relief. Our guide to council tax and business rates for holiday lets explains the details.
Better still, the home earns money rather than costing it. Airbtics data for February 2025 to January 2026 put the median Harrogate short let at around £33,000 a year in revenue. See Airbnb income in Harrogate for what drives the numbers.
You can still use your home
A second home is usually a place you love, and letting it doesn't mean giving it up. Our owners can stay as often as they like. Your own nights don't count towards the 70 let nights, so we help you pick dates that leave the busiest weeks free for guests, and we keep booking records in case the Valuation Office Agency asks for evidence.
How we help second-home owners
- Set-up – our one-off £500 fee covers a professional photo shoot, floor plan and set-up.
- Compliance – we arrange and track the safety checks every holiday let needs, and we'll have everything ready for England's short-term let register when it launches in March 2027.
- Everything day to day – pricing, guests, cleaning, laundry and maintenance, for 15% of revenue with no VAT added. Cleaning is paid by guests.
Holiday let tax rules changed in April 2025, so it's worth speaking to your accountant about your own position; our guide to holiday let tax changes is a helpful starting point. This guide is general information rather than advice on your specific property.

FAQ
Do second homes in Harrogate pay double council tax?
Yes. North Yorkshire Council has charged a 100% premium on second homes since April 2025, so the bill is 200% of the standard council tax. It applies to furnished homes that aren't anyone's main residence, unless an exception applies.
Does a holiday let pay council tax or business rates?
A holiday let in England pays business rates instead of council tax if it's available to let for at least 140 nights a year and actually let for at least 70. Many single holiday lets then qualify for small business rate relief, which can reduce the bill to nothing.
Can I still stay in my Harrogate home if it's a holiday let?
Yes. With Short Stay Harrogate, owners can stay as often as they like. Your own nights don't count towards the 70 let nights needed for business rates, so we help you plan your stays around the busiest dates.
Are there exceptions to the second home premium in North Yorkshire?
Yes. They include homes being actively marketed for sale or to let (for up to 12 months), homes where probate has recently been granted (for 12 months), job-related homes, annexes and some seasonal homes with planning restrictions. North Yorkshire Council can confirm whether one applies to you.
