The short answer

The main holiday let safety requirements in England are a written fire risk assessment, suitable smoke and heat alarms, an annual gas safety check if there's gas, safe electrics and appliances, fire-safe furniture and the right insurance. None of it is complicated once it's set up, and it's what gives guests the confidence to book. For every home we manage, we arrange, track and renew it all, so owners don't have to.

Why safety is simpler than it sounds

A holiday let is treated much like a small guest house: the owner is the "responsible person" for keeping guests safe. In practice, that means getting a handful of checks done properly at the start and then keeping them up to date. Well-run homes do this anyway, and when England's short-term let register launches in March 2027, owners are expected to confirm their property meets safety requirements, so having everything in order now puts you a step ahead. Our guide to England's short-term let register explains what we know so far.

Holiday let safety requirements: your checklist

  • Fire risk assessment – every holiday let needs one, and since 1 October 2023 it must be fully written down. For smaller properties, the government's guide Making your small paying guest accommodation safe from fire explains what's expected. Many owners use a qualified fire risk assessor for peace of mind.
  • Smoke and heat alarms – the government guidance says alarms should be interlinked, so they all sound together when one detects fire. Test them regularly and keep a simple log.
  • Escape routes and fire equipment – clear routes out of the property, a fire blanket in the kitchen, and fire doors or emergency lighting where the risk assessment calls for them.
  • Gas safety – if the property has gas, an annual gas safety check by a Gas Safe registered engineer, plus carbon monoxide alarms in rooms with a gas or solid-fuel appliance.
  • Electrical safety – an Electrical Installation Condition Report (EICR) every five years is the standard way to show the wiring is safe, with portable appliance testing for the appliances you provide.
  • Furniture and furnishings – sofas, mattresses and other upholstered items should carry fire safety labels under the Furniture and Furnishings (Fire) (Safety) Regulations 1988.
  • Water safety – a simple legionella risk assessment for the hot and cold water system.
  • Insurance – specialist holiday let cover with public liability insurance, as standard home insurance won't usually cover paying guests.
  • Guest information – a clear house guide with emergency contacts, escape routes and how to use the heating and appliances.

Rules for larger properties can differ, and every home is different, so it's sensible to take professional advice on your own property.

Does this apply in Harrogate?

Yes, these are national requirements, so they're the same in Harrogate, Knaresborough, Pannal and Burn Bridge as anywhere else in England. Planning and local rules are a separate question, which we cover in our guide to short let rules in Harrogate for 2026 and 2027.

How we keep every home compliant

Safety is built into how we work, rather than left to chance:

  • At set-up – we check every certificate and assessment, arrange anything that's missing through trusted local trades, and store the documents safely.
  • Renewals tracked – we keep a note of every expiry date and book renewals in good time, so nothing lapses.
  • After every stay – our in-house team cleans and checks the home, including alarms and fire equipment, and fixes small issues straight away.
  • Ready for the register – when registration opens in March 2027, our owners' paperwork is already in place.

It's all included in our standard 15% management fee, with no VAT added. See what else is covered in our guide to Airbnb management costs in Harrogate.

FAQ

What safety certificates does a holiday let need in England?

Does a holiday let need a fire risk assessment?

Yes. Every holiday let needs a fire risk assessment, and since 1 October 2023 it must be fully written down. For smaller properties, the government's guide 'Making your small paying guest accommodation safe from fire' explains what's expected.

Do smoke alarms in a holiday let need to be interlinked?

The government's guidance for small paying guest accommodation says smoke and heat alarms should be interlinked, so they all sound together when one detects fire. They should also be tested regularly.
